Yes, donors may and should offer advice. But the constitution of Kenya is such a sacred project that it must be written by Kenyans themselves and not by their creditors, who very well might shape the document to serve their own interests before those of Kenyan people.

Anyone who has witnessed the lavish lifestyles of the elites who run international and African NGOs—six-figure salaries, seminars in five-star hotels, and expensive Pajeros, Land Cruisers, Discovery Land Rovers, and Inter-Coolers—will understand. For elites who run NGOs, economic survival comes first. Any issue that threatens to come between them and economic comfort is quickly given up. Human rights and other issues are worth pursuing only if they are safe issues. Right now, fighting against human rights violations is safe, though not if it involves negative ethnicity.

If you look at the ethnic composition of many African NGOs, you will discover that not only do they not fight negative ethnicity, they also are caught in its web. A deliberate exclusion from their offices of people from other communities smacks of negative ethnicity, clanism and nepotism.

Their own faults make African NGOs vulnerable to the accusation of casting stones while living in glass houses. So NGOs retreat to be safe. To fight negative ethnicity, African NGOs need to be inclusive and to have the courage to speak the truth to power.
